What's a meme game?

It's like a regular rp game, just run through a series of meme posts. There are no apps, no hiatuses, no activity checks, no "network" or "log" communities. The setting is a sandbox, and you can build whatever you want. People who want to hop in and play should just do so.
However, player activity does determine what happens in the next chapter. In For Your Safety, Chapter 1 is a "fuck or die" meme. If there isn't enough sex, the city will be bombarded by artillery and thousands of people will die. Chapter 2 might start with a healthy, safe city facing a new challenge, or it might start with a hollowed-out ruin and survivors desperately trying to rally.
There are consequences for everything, but it's all completely up to the players. The sandbox plot is driven by specific activity that will be noted in each chapter.

Things you can do in a meme game:
- Just play in it like it's a meme, ignoring the world-building.
- Run off and do your own thing with the setting, ignoring the prompts and building your own short-term or long-term plot.
- Play in it like you apped into this game and want to stay in the setting.
- Play in any role and status you want to, from "king of the whole world" to lowly sewer dweller. You don't need to assign your character a job, you don't have to earn ranks, and your character can have as many or as few of their powers as you want.
- Play network threads or log threads or TFLN threads or anything else you want.
- Have exclusive access to anything. If 5 people start threads where they are all the head of the city, the mod will neither intervene nor attempt to reconcile them. They are in 5 different AUs, as far as the game is concerned. Should one of those players want to thread with another, it will be up to them to figure out how to position their characters.
- Expect mod-driven consequences to your thread's individual actions. If your character is breaking the law and you want the police to get involved, you'll have to write them in yourself.
- Ignore what other people are looking to play. Please pay attention to and respect what other people are looking to play out, and don't try to get them to play other stuff.

What is this place?
The oceanic city of Narien is a comfortable, prosperous metropolis with a population of just over nine million citizens. It is almost completely self-sufficient, and with almost none of the problems that plague normal human cities. The city's source of wealth is an independent trust established by a monopolist-scientist, Bernadine Alsivers. Professor Alsivers "solved" pollution with innovative organic micromachines, programmable to chemically devour everything from plastic bottles to nuclear waste. A benevolent socialist government administrates the trust and all members of the city receive a basic minimum income that would make them wealthy in any other land. In this one, wealth does not matter so much. There is no starvation, there are very low rates of disease, and life expectancy for an ordinary human is around 115 years. Corruption is unheard of, and for reasons that will soon become apparent, there is very little crime. People are free to immigrate to or emigrate from the city at will.
Narien has technology equivalent to what you might expect to see in the year 2300 or so. For purposes of gameplay, the specifics don't matter; invent whatever would be useful for your threads as long as it doesn't make anything unfun for your partner(s).
More information on the world will emerge as the game proceeds.
Why is the city constantly under attack?
The primary thing to know about Narien is that it is constantly under attack from every other nation in the world - and their space colonies. Everyone wants Narien's technology and wealth, and many nations bear old grudges about having had to buy pollution control technology in the past. As a condition of Professor Alsivers' trust, the city values life highly; there will never be a Narien military, and they will never counter-attack. They will only ever defend themselves. Therefore, the only protection Narien has is the energy shield that surrounds it.
How does the shield work?
During orgasm, organic, mammilian bodies release minute amounts of 1,5-cyclooctadiene (COD). This hydrocarbon compound is incredibly difficult and expensive to synthesize, and not found in any substantial quantity in nature. A micromachine cloud circles the city at all times carrying containers of SCl2 gas; when alerted to an incoming attack, the micromachines release the gas and an electric charge, which rapidly converts the COD in the air to 2,6-dichloro-9-thiabicyclo[3.3.1]nonane (Miracle Plasma.) This highly unstable and reactive plasma "devours" incoming materiel and energy rapidly, forming a soft, non-toxic brown precipitate called "must" that can be burned as fuel or melted into plastics.
As it turns out, this is the most effective and most socially-efficient way to generate an impenetrable force field around a city-wide area.
It is particularly important to induce as many orgasms as possible during an attack, since if the levels of airborne COD drop beneath a certain level, the shield reaction can't keep running. It is a very serious wartime duty for adults to have as much sex as possible, and it doesn't matter who with, how, or where. As a consequence, native Nariens are very, very chill about casual social connections and sexuality.
Children under 16 are not included in the "must have sex" requirement. Adults who find themselves alone with children during wartime are required to find a private area and masturbate.
What happens to people who don't have sex or masturbate in Narien?
Narien is not a police state. If people abstain in private, where nobody else can see them, then nothing happens to them (though the city itself will suffer.) If they refuse to have sex and others see their refusal, they may be reported. They will be warned, and repeated failures to contribute to defense will lead to permanent exile from the city.
I want to play out leaving the city and being a celibate bandit living in the wastelands between nations. (the "sexual exclusion robin hood and his chaste merry men" clause)
That's fine. You and your partners can do whatever you want with the setting.
I know about sociology/chemistry/history/neurology. Game Background Premise X is unrealistic/wrong.

What are the rules?
- It's fine to top-level whatever kind of thread you want to start.
- But do not disrupt others' threads or make fun of them.
- Don't musedump (post a bunch of blank top levels for all your accounts). Suspected musedumps may be deleted without warning.
- S-class wankers are not welcome here: Second, Ken, Hellion, and the like. While the meme will not be strictly policed, serious wankers who are identified will be flagged by the mod so everyone knows who they are.
- Trigger warnings for common triggers (non-con, death, underage) are appreciated, but not required.
